भारत में अभी भी एक बड़ी आबादी के घरों में शौचालय उपलब्ध नहीं है। यही हालत इस रिपोर्ट में भी सामने आई है। इस मामले में जम्मू, पंजाब, हरियाणा, दिल्ली जैसे ही कुछ क्षेत्र हैं जहां एक-दो जिलों में 80 से 100 फीसदी घरों में शौचालय है। यहां सबसे चिंता का विषय यह है कि पूरा भारत शौचालय के मामले में अभी भी विकासशील श्रेणी में है। यानि सिर्फ 20से 40 प्रतिशत घरों में ही शौचालय उपलब्ध है।

देश में आज भी एक बड़ी आबादी कृषि पर आधारित है। इसके अलावा ऐसे भी कई लोग हैं जो किसी न किसी तरह से खेती से जुड़े हुए हैं। अगर बात ऐसे क्षेत्रों की हो जो गैर कृषि गतिविधियों में बिल्कुल भी शामिल नहीं हैं तो उनमें देश के बहुत कम ही जिले इस श्रेणी में हैं। दिल्ली, गोवा, केरल, पश्चिम बंगाल जैसे कुछ राज्यों के बहुत ही कम जिले ऐसे हैं जो पूरी तरह से कृषि से अलग हैं।

प्रधानमंत्री जन-धन योजना ने यूं तो गिनीज बुक ऑफ वर्ल्ड रिकॉर्ड में अपना नाम दर्ज करा लिया है, लेकिन फिर भी देश की बड़ी जनसंख्या के पास बैंकिंग सुविधा उपलब्ध नहीं है। हालांकि जब रिपोर्ट तैयार की गई तो जनधन योजना के तहत खाते खुलने शुरू ही हुए थे। बैंकिंग की स्थिति अब अलग भी हो सकती है। रिपोर्ट के मुताबिक जम्मू, हिमाचल, गोवा, केरल, पश्चिम बंगाल के ही कुछ जिले ऐसे हैं जहां के 80 से 100 फीसदी घरों को बैंकिंग सुविधा मिली हुई है। इसके अलावा कुछ ही राज्य ऐसे हैं जहां 60 से 80 प्रतिशत लोगों के पास बैंकिंग सुविधा है। रिपोर्ट के मुताबिक देश के अधिकांश जिले ऐसे हैं जो विकासशील श्रेणी में हैं यानि इन जिलों में महज 20 से 40 प्रतिशत घरों में ही बैंकिंग सुविधा मौजूद है।

पिछले कुछ सालों से बिहार को सबसे ज्यादा तेजी से विकास करने वाले राज्यों में शामिल किया गया है लेकिन ये विकास जमीनी स्तर पर लोगों के जीवन में खास बदलाव लाता नहीं दिख रहा है। देश के सबसे पिछड़े और बीमारु राज्यों में से एक बिहार भी है।

अगर रिपोर्ट के आधार पर देखें तो उत्तर प्रदेश में बहुत कम ही ऐसे जिले हैं जहां स्वास्थ्य सेवाओं की स्थिति बेहतर है। इन गिने-चुने जिलों में बिजनौर, मेरठ, कानपुर नगर, मुजफ्फरनगर और गाजियाबाद शामिल हैं। दूसरी तरफ गोंडा, बदायूं, बहराइच, बलरामपुर और श्रावस्ती ऐसे जिले हैं, जहां स्वास्थ्य सेवाएं खस्ताहाल हैं।

रिपोर्ट के मुताबिक बिहार में विकास को अभी और गति देने की जरूरत है। अगर बेहतर आर्थिक स्थिति की बात की जाए तो बिहार के मधेपुरा,बेगूसराय, वैशाली, मधुबनी और खगडिम्या सबसे बेहतर स्थिति वाले जिले हैं। वहीं भोजपुर, जमुई, मुंगेर, सीतामढ़ी और शिवहर में आर्थिक स्थिति सबसे खराब पाई गई हैं।

बड़े व अच्छे अस्पतालों की कमी, स्वास्थ्य सेवाओं का खस्ताहाल रिपोर्ट में भी देखने को मिला है। फिर भी बिहार के ऐसे कुछ जिले हैं, जहां स्थिति बेहतर है। इनमें वैशाली, पटना, मुंगेर, सारन और नालंदा शामिल हैं। वहीं पश्चिमी चंपारण, बांका, अररिया, जमुई और शिवहर ऐसे जिले हैं, जहां स्वास्थ्य सेवाओं का सबसे बुरा हाल है।

रिपोर्ट में जहां सभी राज्यों और जिलों की कमियां बताई गई हैं वहां यह भी बताया गया है कि साधनों के इस असमान वितरण को किस तरह से रोका जाए। इसके लिए एक इक्वल अपॉच्र्युनिटी कमिशन (समान अवसर आयोग) बनाया जाए। इस आयोग को स्वतंत्रतापूर्वक जमीनी स्तर पर सभी परेशानियों से निपटने की आजादी होनी चाहिए। यह आयोग लोगों की परेशानियों को नौकरशाहों के सामने रखे और उसका समाधान खोजे। राज्यों में हो रहे विकास की निगरानी होनी चाहिए।
